The Energy Performance Certificate (EPC) in Luxembourg

The Energy Performance Certificate (EPC) is a mandatory document for residential and functional buildings in Luxembourg, since the Grand-Ducal Regulation of 30 November 2007. In Luxembourg, the Energy Performance Certificate (EPC) is also known as the Energiepass or Energy Passport.

The classification of buildings into different energy performance classes from A+ to I is based on several criteria, including total primary energy demand (PQ), CO2 emissions, heating demand, primary energy demand for heating, cooling, ventilation and lighting. Each class indicates a range of performance, from most efficient (A+) to least efficient (I).

When is it necessary to have a CPE?

A CPE is mandatory in the following cases: • Construction of a new building: a CPE is required for any building subject to a building permit application.

• Extension or modification of an existing building: an EPC is required if the modified surface area of the thermal envelope exceeds the surface area of the existing element by 10% and if the modification has an impact on the energy profile of the building.

• Change of owner or tenant

• Modification of technical installations: an EPC is required if the modifications to these installations exceed €1,500 (for a single-family house) or €3,000 (for a building).

The CPE is valid for 10 years. It is passed on from owner to owner.

What is the point of a CPE?

An EPC provides information about a building's energy performance, including:

• Primary energy consumption;

• Heating energy consumption;

• CO2 emissions.

Who can establish a CPE?

The professionals authorized to establish a CPE are:

• All experts approved by the Ministry of the Economy;

• Architects and consulting engineers whose profession is regulated by the law of 13 December 1989 on the organization of the professions of architects and consulting engineers.
